Indonesia's plan for an AI factory is a significant step, but the true measure of sovereign AI in ASEAN will be control over compute, data, and digital identity, not just model development.

Indonesia has announced an ambitious plan to develop a national "AI Factory," a move intended to establish the country as a regional hub for artificial intelligence. While the government frames this as a leap forward in technological capability, the project also brings to the forefront fundamental questions about digital sovereignty and the institutional frameworks required to support it.
