Thailand's ambition to become a regional center for robotics, reported by the Bangkok Post, is a logical step for an economy built on advanced automotive and electronics manufacturing. The plan to develop a "robot army" for both industrial and service sectors signals a clear understanding of where global production is headed. Yet, the focus on hardware and assembly misses the more fundamental question that will define the next phase of economic development: who will own and operate the intelligence behind the machines?

As the book ASEAN Rising notes, the long-term strategic challenge for digital sovereignty in the region is not about creating proprietary AI models. The true test is in establishing control over the foundational layers of the digital economy. For Thailand and its neighbors, the robotics initiative provides a concrete example of this abstract principle. The value will ultimately accrue not to those who assemble the chassis, but to those who command the systems that give the robots their purpose and power.

The Infrastructure Below the Robots

A modern, AI-enabled robot is more than just an advanced piece of machinery. It is a mobile sensor, a data-processing node, and an endpoint of a vast command-and-control network. Its operations depend on three pillars that are often invisible to the end-user: compute, data, and digital identity. As the book argues, "Sovereign AI in ASEAN will be tested not by model launches but by who controls the compute, the data layer and the digital identity rails that sit underneath everyday economic life."

Compute is the brute-force processing power required to run the AI models that govern a robot's behavior. Will Thailand's new robots rely on cloud services hosted in other countries, or will they be powered by a robust domestic network of data centers? Relying on external infrastructure may accelerate initial deployment, but it creates dependencies for a critical manufacturing and economic component. It subjects a core industrial asset to another country's regulations, commercial terms, and security vulnerabilities. Building a domestic or even a regional compute infrastructure is a capital-intensive undertaking, but one that is directly linked to long-term economic autonomy.

Data, Identity, and Trust

The data layer presents another vector of dependency. Robots in a manufacturing setting will generate immense volumes of proprietary process data. Robots in service or healthcare roles will collect sensitive personal information. The governance of this data-who can access it, where it is stored, and how it is secured-is a matter of national economic security. If this data is exfiltrated to foreign servers for processing, its value is captured elsewhere, and it becomes subject to foreign surveillance and legal frameworks. Establishing a trusted framework for data governance, including clear rules on data residency and cross-border flows, is a prerequisite for building a secure robotics ecosystem.

Finally, the system needs trusted identity rails. How does a network operator ensure that a command sent to a factory robot is legitimate? How is a robot in a hospital setting authenticated to access patient records? This requires a sophisticated digital identity system for devices, individuals, and organizations. Without a sovereign framework for digital identity, Thailand would be outsourcing the core trust-making function of its future industrial base to external providers, creating yet another layer of strategic dependency.

A Regional Blueprint

Thailand's effort to build a robotics industry is commendable and aligns with its established industrial strengths. The country has a track record of excellent execution in complex manufacturing. However, to secure the full economic benefits of this shift, the focus of policymakers and investors must expand from the factory floor to the data center and the institutional frameworks that will govern the new economy. The nation's success will depend on its ability to attract capital for digital infrastructure-not just for production lines-and to cultivate the talent needed to manage these complex systems.

The questions Thailand faces are not unique to it. Every ASEAN member state that seeks to build an advanced, AI-driven economy will have to address the same foundational issues of compute, data governance, and digital identity. Thailand's robotics push is therefore a case study for the entire region. The ultimate outcome of these national AI strategies will shape the distribution of economic power in Southeast Asia for decades to come.

What to watch

Observers interested in the development of ASEAN's digital economy should look past the public demonstrations of new robots and AI models. Instead, monitor investment trends in data centers, the announcement of new data governance laws and data residency requirements, and national progress on implementing interoperable digital identity systems. The construction of these foundational elements, more than any single technological showcase, will signal who is genuinely prepared to compete and lead in an AI-powered world.
