The recent launch of Perimeter Compute, a distributed AI cloud provider aiming to deploy GPUs at the edge, signals a new phase in the buildout of AI infrastructure. As reported by Data Center Dynamics, this development is part of a broader trend moving computational power away from centralized data centers and closer to where data is generated and used. For ASEAN, this shift from a concentrated to a distributed model for AI presents both a challenge and a distinct path toward what can be termed "sovereign AI."

The Infrastructure Foundation

The public conversation around AI often centers on the capabilities of new models. However, the true foundation of AI capability rests on the physical infrastructure that powers these models. This includes the advanced GPUs necessary for training and inference, the data centers that house them, and the networks that connect them. The location, ownership, and control of this hardware layer are determinative.

As AI becomes more integrated into the economy, from financial services to manufacturing and public services, the reliance on a handful of global hyperscale cloud providers creates dependencies. This perspective reframes the entire issue. It directs attention away from the application layer and toward the foundational elements of the digital economy. Control over data is paramount. Storing and processing data within national or regional borders addresses data residency requirements and builds trust among users and regulators. Similarly, robust and interoperable digital identity systems are necessary to manage access and ensure security across a spectrum of AI-powered services. Without these sovereign pillars, any locally developed AI applications would still be dependent on foreign infrastructure, limiting their autonomy.

Execution and Capital

A shift toward a more distributed and sovereign AI infrastructure cannot be accomplished by policy statements alone. It requires a concerted effort in execution, backed by significant capital investment. Building out a network of edge data centers across the diverse geography of ASEAN is a substantial undertaking. It involves navigating different regulatory environments, securing reliable power sources, and establishing high-speed network connectivity.

This is where both private and public capital are essential. Venture investment in new infrastructure models is one part of the equation. Public funding and state-backed initiatives are another, particularly when it comes to creating the right institutional frameworks to attract and protect these long-term investments. Success will depend on the ability of ASEAN member states to collaborate on standards and create a predictable environment for investors and operators, transforming a collection of national markets into a more integrated regional infrastructure network.
