While the figure highlights the ongoing shift of global manufacturing into Southeast Asia, sustaining this volume changes the core operational risk from production capacity to trade policy exposure. Disproportionate surpluses with Washington historically trigger regulatory scrutiny, transshipment investigations, and potential tariff actions, placing immediate pressure on Hanoi's trade negotiators.

To manage this exposure, Vietnamese officials and foreign operators must actively work to rebalance bilateral trade flows by accelerating imports of U.S. goods. The primary operational vulnerability remains supply chain origin compliance, where reliance on imported intermediate inputs risks swift customs enforcement and origin labeling disputes.

For an investment committee, any capital allocation into Vietnamese export manufacturing must now explicitly price in potential U.S. tariff actions and mandate strict auditing of local value-add thresholds.
