The execution test in Vietnam

Capital efficiency and structural reform in Vietnam

Achieving double-digit growth requires a pivot from volume-based manufacturing to high-value industrial integration. Simply securing 300 billion dollars in annual investment will not suffice if the capital remains trapped in low-margin assembly or infrastructure projects that suffer from bureaucratic gridlock. Success hinges on whether the state can force domestic firms to move up the value chain through technology transfer mandates and rigorous regulatory streamlining. Without these productivity gains, an influx of capital will merely inflate asset prices or result in stagnant infrastructure rather than genuine industrial expansion.

The main execution risk lies in the transition from state-led project approval to a private sector-led model that prioritizes output per unit of capital. Investors should track whether upcoming legislative changes prioritize domestic firm consolidation or if they remain focused on attracting the next wave of low-cost foreign capacity. If the current regulatory burden remains unchanged, the promised investment levels will likely fall short of the required output thresholds. Boards must reallocate capital away from simple labor-arbitrage ventures and instead target firms demonstrating clear pathways to localized technical integration and digitized supply chain management.
