Investors need to see government ministries convert presidential ambition into transparent dispute resolution mechanisms and streamlined operational approvals.

The boardroom implication is clear: treat investment in Timor-Leste as a long-horizon frontier allocation, pricing in significant operational friction and requiring direct risk-mitigation guarantees before committing capital.
