The primary bottleneck in city-to-city cooperation is rarely a lack of political goodwill, but rather the administrative gap in managing cross-border technical alignment and municipal project preparation.

To move past symbolic ties, municipal leadership must establish targeted execution frameworks for skill transfer and urban planning capacity. Without institutional capacity to absorb specialized technical expertise, joint programs risk remaining high-level policy discussions rather than completed physical assets. Boardrooms should track whether these multilateral dialogues result in sub-national project pipelines and updated municipal contracting standards.
