Upstream operators allocate capital globally, meaning uncompetitive fiscal terms or slow approval processes will lead international investors to deploy capital elsewhere.

The key risk is bureaucratic inertia. Reforming an upstream energy regime requires coordinating multiple government agencies to update contract terms, cost-recovery mechanisms, and permitting processes.
