High-level policy goals frequently falter at the commercialization stage, where local innovations struggle to secure private capital and early enterprise customers. Success will require direct alignment between research institutions, local founders, and private enterprise buyers who can take homegrown technology to scale.

The critical metrics to watch are regulatory reforms that protect intellectual property rights and government procurement policies that create immediate demand for domestic technology. Without structured incentives that de-risk private R&D spending and encourage corporate adoption, national technology mandates risk delivering isolated research projects rather than viable commercial assets.
